Just a few points off the top of my head:
1) You're purporting that McFarlane animates the show himself?
2) Is this any different from any other cartoon? I thought the general rule of animation was to do as much with as little as possible. Making use of camera changes, recycling backgrounds or movements, etc.
3) They're standing and talking, which only requires a limited amount of emoting. Why would the background be active when your attention should be focused on the two conversationists?

The way I see it, the point is that standing and talking is all there is here, and in most of the rest of the show- there's rarely any business, or "acting" with the characters, they just stand there with their arms slack at their sides and mouth off at each other. Ever since the show was un-cancelled and started raking in crazy merchandising money, they've put their increased budget to use by mounting stupidly lavish setpieces full of CGI (that still looks like ass) while totally neglecting the major portion of the show.

Sorry about the nerd-out, but as an animation buff, I have a seething hatred for this show that is totally separate for my seething hatred of its shitty writing.

They could easily add more visual interest by at least having the camera change its framing now and then. That wouldn't even require any extra animation or art or whatever.

as an animator, these techniques are things we hold dear... buying time...
if you worked for a show like family guy i don't really get why there's a fuss about this, even great anime is usually talking heads....

anyway, i dislike family guy a lot... but even shows like the simpsons have followed suit with this "lazy animation" (not in the old days, like that episode that mocks raiders of the lost ark)

don't hate on these techniques, otherwise we poor animators will have very little to work with if you are trying to make a dialogue based show...
