It's not a commercial for inventar, which I think must mean inventory.
"ETKVL" was the Soviet-Estonian state owned company responsible for redistributing surplus inventory. So, say you were a farmer that had grown too many potatoes, you were required to sell it to ETKVL and they would redistribute it for you.
