There's a huge movement nowadays to deinstitutionalize retards, even in cases where their needs are best served in the setting of a dedicated facility. It's not an issue having some of those people in the community, but it is an issue with others. Unlike what this PSA would have you believe, not *all* 'tards have needs and goals just like you, or can be gainfully employed. Sometimes, your first hunch about them really is correct.
