She's actually right. If anyone's interested, read the 10th Amendment again (followed by the list of Congress's enumerated powers in Article I, Section 8).

Of course, it's neither Timmy's nor Helicopter Ben's job to justify why they're executing the orders they got from her legislative body. Nor does she have any sort of ground to stand on when critiquing constitutionality of government action. (Just check her voting record).

"To make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this Constitution in the government of the United States, or in any department or officer thereof." Those powers include regulating bankruptcy, interstate commerce and borrowing money. Now, the fact that it's incredibly complex and hard to follow doesn't mean the laws they passed aren't wholly within the purview of the Constitution.
