This looks like something an Italian guy dreamed one night after too much calzoni and then spent his life making it real. Is there some aeronautical reason this plane is special other than looking so weirdly awesome?
Ducted propellers are more efficient in certain applications: remotely operated submersibles tend to use them, for example. They're not popular on airplanes and probably for good reason, but I haven't run the math to discover why.

Turbofan engines are essentially jet engines with ducted fans in front of them.
Not popular due to copious instances of lost luggage.
I love the over-elegant engineering solutions that exist in the early stages of a new technology.
This is a gentlemens' plane - its top speed is slower than some people drive at, and it lands sedately. Give me a scarf and a bottle of port, it gets nippy up there.
