Japanese people have slitty eyes and so can only view a narrow horizontal band of the video. There is a slitty eye interpreter in the band so they can understand what's going on outside the band.
Similar to sign language, there is a special slitty eye language that only the Japanese know.
As a side note, because the Japanese can only perceive a narrow horizontal band of video, Anime and Manga cartoons are originally rendered in 10:3 format, then later Russian Rapscallions known as "Delocalizers" add more to the top and bottom of the video, usually involving tentacles or shitting dicknipples, just to throw the caucasians off. The Japanese are further entertained by caucasian reactions to the parts of the video they can't see.
