Also the Democratic party is not as monolithic and its members nowhere near as eager to toe the party line as Republicans, so getting 60 of them to vote for anything in particular will be a Herculean task. However it will be useful for procedural stuff. It'll be much harder for the Republicans to ignore legislation to death.
