This sound is often lumped in along with numbers stations when it comes to the strange stuff you can find being broadcasted.

One of the leading theories as to what this tone is supposed be doing is serving as a monitoring system to.... something. One theory I read stated it was a nuclear power plant or something, which seems dumb, as that's not the sort of thing you would operate remotely, and through something so simple as "it's working" and "now it isn't".

Odds are it's something boring like a directional beacon, but it's great fodder for conspiracies, and horrible doomsday weapons it could be hooked up to.

This could be like the beacon Omega uses. When Omega stops hearing from its controller after a period of time, the buzz will change.

And if even more time passes...

The buzzer is hooked up to the base's break room, and monitor the status of the base commander's cupcakes in the mini-fridge. When the buzzer stops, it means someone has taken one of the cupcakes.

Frequently, distant conversations and other background noises can be heard behind the buzzer suggesting that the buzzing device is behind a live and constantly open microphone, rather than a recording or automated sound being fed through playback equipment, or that a microphone may have been turned on accidentally. One such occasion was on November 3, 2001, when a conversation in Russian was heard: "Я — 143. Не получаю генератор." "Идёт такая работа от аппаратно 081;." ("I'm 143rd. I don't receive the oscillator." "That's what the operating room is sending")

It's seriously unsettling when it changes at 1:28, so much so that I don't discount the idea that it's a mindfuck station for the expressed purpose of scaring the enemy.

Maybe their transmitting a number via the oscillations or frequency - by this sound - and it descrambles another signal automatically. It might be crafty analog tech that's both simple and secure.

That tone change just about made me jump out of my chair. I know that for years the USA would broadcast a countdown in the south Pacific to confused the Soviets a nuclear test was being conducted. Chernobyl was used to power a near-by over the horizon RADAR station. (I've seen the American one in central Oregon but the radio towers have been torn down.) But I don't think it sounds like that. Five stars because I've always wanted to hear this one. Anybody know what day, time and frequency?

My friend in the Russian Army said that it is a timing beacon for a remote nuclear base. If they beacon doesn't go off then they army knows that they have to send some techs out to go fix the problem. A lazy man's check engine switch.

Then again my friend was up to his gills in vodka when he told this to me so it could be something else....

That's what I was saying sort of except applying to The urban legend of the Omega Device:

Every year, much like in LOST a technician goes out and inputs a code on a terminal in the Omega control room. The Omega mainframe then knows everything is okay for another few years.

The buzzing perhaps a beacon where Omega is telling its listeners that everything is okay. If there was a problem, it would either stop sending or send out a different signal. Because of what it is capable of, such a change in signal would result in much pants shitting for listeners in the know.

If for some reason the technician misses his visit (Or an unchecked system malfunction.) after a set time Omega begins its job, which somehow involves counting down and then managing the automated firing of several ICBM missiles. These missiles are not carrying nukes. The warheads are... Special.

If these manage to reach the upper atmosphere, they seed it with radioactive cobalt. The era of vertebrates on earth comes to a close.

Plenty of number stations operated in WW2, and continue to do so in the cold war. Sometimes i like to think some crazy russian spy is still sending messages to his bosses.
