I would think that giving Lex Luthor a stargate would turn out badly. At best, he's going to go get better lazers to shoot at you, and at worst he's going to go back in time and make himself God.

It does not. The production started when SG-1 was already about three years old. Not even the story predates the events of the series.

I do love how they decided that guns shouldn't be part of the Stargate Team Equipment. They just had glowy sticks and shields to hit the bad guys with.
It was more important to have Ewoks and giant friendly hamsters.
