I watched it again, and I don't see where this isn't something more than a few seconds of a producer waving her arms, with editing and commentary making it out like she's some kind of puppetmaster. If she's a puppetmaster I want to hear how that actually works, was she there the whole time? Did she give actual instructions to the crowd? Did they arrange the crowd to look good on camera?
If manufacturing news is going on, of course it's horrible and should be howled from the rooftops. But this is some flimsy evidence spun into a little talk-show jab, not reporting. What she did is a little odd, but they should have dug deeper into the details.

However, what this does show is a producer for a news program telling a crowd when to cheer. The people in the audience (already conveniently placed in view of the camera) are not going to be able to hear what the reporter is saying, so the producer tells them when to cheer to correspond with it. Infomercials do this with an applause light. And while I do wish there had been more footage of the situation in question (and a lot more reporting of it) I do believe this provides further proof* that fox was using the 9/12 protests as an infomercial.
*The other proof being the manner in which they covered it much in the same way as a mouth does on a cock while giving a sloppy blowjob.
