I think this was a Jimmy Carr joke. I'm pretty sure he made some joke about putting smarties tubes on cats legs. Two stars off for proving yet again that yes, there are people dumb enough to do things they heard described in a comedy act.
It was on QI, they got a scrambled box of letters to make funny comments out of before the show was over, Carr's was something along the lines of: "Put Smarties tubes on cats' legs, make them walk like robots."
