Anyway if anyone is wondering this dude was Romania's top stand-up comedian during the 90s. Context won't help as he is basically Carrot-Top with costumes instead of props and wickedly unfunny.

"Tu Lai!" is an interjection in ardelan/transilvanian dialect and expresses amazement it is similar in that respect to "yoooooi!" as seen in the following:
