Shark Alarm was a briefly popular east coast punk band in the mid eighties. They were wildly popular during the summer of 1988, headlining shows all around the DC area, all the way up to Pittsburgh.
This scene was just footage of a guy trying to get people to go to their show, in which Black Flag was the opening act.
