First of all, that statement should be stamped across the desk of the Oval Office and both Chambers of Congress. Second, that also explains the reason for Barton's comment. Would you rather represent vulnerable groups in society being taken advantage of? Or powerful groups who have the advantage?

Let's not forget the continuation of the Bush Doctrine, the expansion of the War on Ter'r, the deployment of special forces on a scale Bush wouldn't touch via the powers Congress gave the president in 2001.
