The Republicans are refusing to vote this bill into effect because the Democrats wanted to skip a bunch of procedure for the bill basically saying "well, I think we all agree on this one right? Right?"
The reason why is because the Repubs had hoped to get the bill into a situation where they could tack on immigration reform bullshit into it.
