It doesn't really look like the driver meant to hit the kids. Why stop after hitting them if the intent was to ram them?

Also throwing rocks at oncoming vehicles is a bit more serious than superficial property damage. If one of those rocks lands just right it could easily kill the driver.

Remember that this is Israel, so Palestinians aren't really considered full humans. It's OK to run them over. You probably get a medal from the government for doing it.

Also the medal is probably paid for by our tax dollars.

There was a village in Iraq that my unit would routinely convoy through. The kids would throw rocks every time; their parents encouraged it. We'd let it go, until one of our turret gunners got his cheek torn open. Strip of flesh hanging right off, two teeth cracked. After that, the gunners kept stashes of pebbles, which they'd throw right back at the kids to excellent effect- tears and cries of "why, meestah?". When Innocent Freedom Fighters are doing their best to hurt you, it's shockingly good fun to hurt them instead.
