This is the show of David Liebe Hart (now best known for being on the Tim and Eric show) and there's more clips around the internet from it. I watched a lot of them a few years back and I'm convinced Liebe Hart, while a little off in the head, knows what he's doing and that these HAVE to be intentionally funny/satirical/whatever.
