Plumbism is way overrated, man. It doesn't take long for pipes and aqueducts to build up a layer of deposits that would keep the lead from leeching into the water.

The Romans' biggest problem was that territory is harder to defend than to conquer, and the conditions that allowed them to conquer all that land in the first place (unmatched technology, better tactics, lack of serious competition) didn't continue forever. That said, I'm pretty sure your average citizen of Lugdunum didn't dangle tea bags from his head while trying to guess whether this week's invaders would be Huns, Goths, or Vandals.
