I think the point is that none of these guys are anything like the "real" Joker. They're all a bunch of wannabes who lack his style.

The Jokers street gang really doesn't need a backstory. Their origins are pretty self-evident. "Hey, there was this clown themed serial killer a few years back. We're uncreative, violent retards, let's dress up like him and stab guys!"

I thought the Jokers were the remnants of the Royal Flush Gang that had spun out on their own after Joker's untimely demise. That's the most logical answer.

And yeah, Joker's death could have spawned the gang, but he always did have henchmen and a second-in-command who dressed as a jester, so it's not a stretch to think some would start to emulate that behavior. Besides, what does it matter? Haven't you heard that superheroes only showed up 5 years ago, and that Superman was the first? And how about that "Batman, Inc," eh?

I like to think that this was in development for quite some time before TF2 went freeware. For all the fucks that must have been said when it did.
