Yes, because if the government wants to spray you with aerosol chemicals, the best place to do it is 30,000 feet above you.

Sort of like when you have a stinky bathroom, you go 5 blocks away to spray deodorizer at it.

Higher atmospheric distribution means wider distribution when particulate matter inevitably falls.

Perhaps for your next lulzy trick you'll argue that the dispersed particles will somehow have a negligible impact when they do.

If you think about concentration though, Stanley is right. I mean imagine the spaces involved. Actually, 5 blocks away is really generous compared to 30000ft, wind, and extremely low pressures. Gases in general diffuse really slowly, even in closed systems. And, in open systems at really low atmospheric pressures it just doesn't have the same properties as it does when you spray something at ground level. I mean, it would take absolutely ages to make it to Earth. And when it does (assuming the crazies are right!!) it would be in such minutely -small- quantities as to be completely ineffectual for mind control... I mean we're talking parts per -gazillion- here.
And no, I'm not a scientist, so don't feel obligated to refute me if I'm wrong about something.

It's a silly analogy for a silly belief.

Assuming that chemtrails were actually some form of condensed chemical agent the "particulate matter" would be so diluted and dispersed by the time it eventually made it's way to Earth (which could take days depending on the weather factors) that the only way such a method would have any measurable short-term effect on people would be to literally fill the air with so many chemtrails it would overcast the sky.
There is absolutely no practical method for distributing agents this way, whatsoever, even when you're NOT trying to keep it an NWO FREEMASON SECRET CONSPIRACY.
Could doing it repeatedly over time every day have an effect? Maybe. Probably. Why? It would be far easier for a secret conspiracy to either insert chemical agents into the water supply OR simply distribute the vapors or whatever through ground-based means.
We are all exposed to chemtrails day in and day out just by going about our daily business. Know how? The exhaust of the car in front of you. It would be far easier to just poison people with covert, hide-in-plain-sight methods like releasing gasses through cars than ever would be by using planes.
And, no, I'm not a scientist. But I've read plenty of debunking of the chemtrail bullshit by people with the qualifications to do so. And, maybe I'm a boring skeptic, but I prefer the word of people with some expertise on the subject rather than disgruntled plumbers and off-their-meds schizophrenics who believe in "THEM" and "THEY."

I came up with a better conspiracy theory when this was a new thing in the '90s. Chemtrails and HAARP are part of a weather manipulation program but the motivation isn't depopulation. Scientists are secretly trying to save the planet by reversing global warming. I used to troll conspiracy forums with benign made-up theories like this.
