The clone of Kahless had a ceremonial position that really didn't amount to much in terms of political power. Towards the end of his life Gowron ordered a series of increasingly reckless attacks, which caused Worf to challenge him to a duel. Because Gowron died in ritual combat, Worf showed respect to his opponent, performing the traditional Death Howl to warn Stovokor that another Klingon would soon be arriving.
