It's a parody of Rapper's Delight, Cena. While that precise construct was not present in Rapper's Delight, RD did make heavy use of self-introductions, and at least one of the rappers (Master Gee) used the phrase "my name is" (albeit in a different context).
Also, both MC Chris and Eminem have used variations on that cliche - and they know A LOT about hip hop.
At least in this guy's defense it was still the 80s, however I doubt that Fox News lady knows the history behind it, nor does she have an excuse doing it in this decade.
