The Trump campaign has started running ads in select markets directed at black and latinx communities to suppress the vote. They're pushing the narrative the Biden and the Dems are going to make things worse for them; that they're part of the machine of oppression, etc. The aim is not to win new voters, but suppress turnout in key states and counties so Trump can pick up another electoral college win.

If you recall, this is what Russia was doing a lot on Facebook in 2016; they were amplifying extremist views in the Black community to paint Hillary and the Dems as dangerous to generate apathy.
