The victim will surely sue and the county will mount a defense, but the strategy will be to drag it out in court until the victim accepts a paltry settlement.
The court costs and settlement will be handled by the taxpayers.
I'll bet if individual officers, the Sheriff's department and the police union had to foot the bill when officers fuck up like this, we'd have a lot fewer incidents like this.

ashtar. - 2024-02-15 virtually every agency is critically understaffed. every time I do a ride along with some other agency they ask if I want to come work for them. standards have been lowered a lot and academies are easier than they used to be.
I don't have a solution here, and I don't know the details of this guy's situation.
