Those aren't tesla coils and this isn't a movie. They were on some "isn't russia weird" picture site, but I forget what their actual purpose is.
I'll bet the former Soviet Union is covered with expensive, cutting edge science gear that's now just abandon junk.
I'm voting 5 stars because Russia IS weird, and those are high voltage transformers.
