I don't recognize it, but I haven't heard all the episodes. The Youtube description says it is an ad that plays about once every 40 minutes on that station, so if that's true it couldn't be.
1810 was when Mexico became independent from Spain. 1910 was the beginning of the Mexican Revolution. 2010 is when crazy Mexican radio ads were produced.
It's just a very poorly read radio PSA for Mexico's recent bicentennial celebrations.
ANN: "...travel through time: the year is 1910, and you're on a train..."
Then begins what is supposed to be a back-and-forth dialog between two children on a train (but is read in the same rushed tone as everything else), then the announcer winds up with the tagline and the sponsor of the spot...
