The Constellation Program started then, but was severely underfunded and as of 2010 it was years behind schedule. Obama did scrap the majority of Constellation at that point on recommendation from the Augustine Commission, because it wasn't going anywhere and had significant cost overruns. The most developed part of it, the Orion capsule, is still being finished and will be used on the new SLS heavy lift rockets, which are being developed instead of Constellation's Ares dual rockets.

The Space Shuttles were the single most expensive way to get things into orbit at about k/lb, neglecting R&D costs, and k/lb if you include and amortize R&D. It was originally billed as offering costs around /lb.
NASA loved to brag that it was the most complicated machine ever built, as if this was a bragging point. They promised airline-style operations for a vehicle that has 700 mission-critical parts. HINT: Airliners have 0 mission-critical parts.
The STS was a galactic fuck-story that has set space exploration back by 40 years. Branson ain't gonna make up for that. Elon Musk might, though. The bullshit Constellation and Heavy Lift projects will be, surprise surprise, over-budget, under-performing, shitty complicated death-traps. It's all NASA knows hoe to do.
