Those people he's passing by around are nobodies in rented shit boxes or moms minivan. Also bikers are on it all the time. You pay 20 euros a lap and you can do a lap in ANYTHING. Its a public road and the fee is a toll.
I did it in in something like 16 or 18 minutes and it was single handily the scariest fucking thing ever. I almost shit the pants.

2:50, 3:40, and most of the minute of 4 made me question the sanity of whoever gave this psycho keys as well. I was sure he was gonna crash towards the end there.

I'm guessing that he's probably a pro from his driving form: hands remain on wheel, quick and accurate gear-change, consistent breaking into the corners, plus the fact that he never once over corrected the steering.
If my memory and GT4 are correct, this IS how a Yellowbird is driven quickly. You have to get the car to oversteer into the corner with a harsh, deep entry or the corner speed is limited by the fairly low front grip. Once you're mostly turned in the corner you use the weight over the rear of the car to get quick traction to stop the oversteer with quick and heavy accelerator application.
There are lots of comparisons here to car racing games, but to me that just means I kept waiting for him to plow through someone and explode. Terrifying.
Well my only experience with driving games is Saints Row 2 so I was expecting someone to come try to still his car dressed in a hotdog outfit and carrying an RPG.
