Yeah, basically. Ghost Stories was a dull-ass show about boring kids engaging in boring Scooby Doo bullshit. So the translator, realizing that no one cared about this show, turned the dub into a parody. Naturally this led to controversy from anime nerds who demanded purity in their shitty cartoon dubs, and this in turn resulted in the DVD's selling several times better than they ever would have otherwise.

Apparently the US translator never wanted the show, but the Japanese studio basically blackmailed them into taking it by withholding the rights to several other, very popular shows. They were that desperate to turn a profit on this turd.
